Obrenaja is a federal republic with five hierarchic levels of organisation: Nation, province, county, town, locom. Each level is governed by a council of representatives elected by the next lower level. The locom (local community) is the Obrenje equivalent of a family. The nation is often simply referred to as the Society.

The economic system could be described as federalistic socialism, using the same levels of organisation as the government, each level leaving leaving as much autonomy as possible to the next lower level.

On each level, entities (locoms, towns, etc.) with insufficient resources receive supplies from wealthier entities. Donating a lot of resources is the best way for an entity to gain ample social status in the Society.

Of course, poverty still does exist. On one hand, long-distance exchange of both news and resources is slow and inert in a pre-industrial world. On the other hand, some poor locoms are too proud (read: stupidly stubborn) to accept donations, especially in the desert province Casan.

The law system, which is enforced quite strictly, usually punishes delinquencies with communal work. "Crimes against the Society", such as rape, corruption or violent robbery, are punished especially hard.

Locoms
Traditionally, the Obrenaj live in local communities (= locoms) of some 50-100 people. Children are introduced into the locom as soon as they can walk for themselves, and subsequently brought up by the community together with the other children of their age. They grow up with the notion that the community is their family. As aside effect, they don't have especially close ties to their biological parents. It's mostly the elder members and a group of dedicated caretakers who raise the children and educate them.

Locoms also have a common laundry room, a common kitchen (with a few dedicated community cooks) and a common eating hall. Members can also eat privately in their homes, but most of the time they don't.

Locoms organise communal morning gymnastics, singing evenings etc. to nurture team spirit. People from different locoms meet on social activities such as parties, sports, music events and markets, and in public places such as the town bath-house or the town park. Inter-locom relationships are encouraged to prevent inbreeding.

It's not unusual for an Obrenaj to switch to another locom several times in their life. For example, a man might grow up in a rural locom, then move to the city to study, get married and join the locom of his wife, and finally get a great position offered in the city, whereafter he might move to an urban locom with his wife (and children, though if they're young the children will prefer to stay with their caretakers and peers).

There's no rule as to which partner of a married couple joins whose locom. They might as well join an entirely different one. Obrenaj keep the name of their birth locom, though. An Obrenaj's full name is (first name) (mother's name) ur (locom), e.g. Sinel Caron ur Makazhow would be the daughter of Caron, born in the locom of Makazhow.

Relations to the Empire
Centuries ago, the Empire considered, after being surprised to hear that Obrenaja wasn't enthusiastic to join the Empire voluntarily, to invade the country. The sea-side city of Contra was taken under siege by the Imperial navy, and only thanks to the skill of the United Voice did it hold out long enough for the emperor to realize that a full-scale invasion of such a large stubborn country would not be easy, especially after the scouting forces he sent out from Contra failed to return.

Finally, the Empire agreed to grant Obrenaja the status of a "remote semi-autonomous province", with very little factual obligations to the Empire, under the condition that Obrenaja share its medical knowledge with the Empire by sending trained healers into imperial cities.

Even nowadays, doctors and medical knowledge are Obrenaja's most sought-after export product, even before kwidi armor, drazno nuts or Viskateroje rose wine.
