The Emperor
Emperor is a hereditary position, of course. A dynasty ends only when the Imperial Prince or Princess displays no magical aptitude or fails to learn three languages and thereby fails to become a member of the upper class. Even the Emperor's children are officially members of the lower class until they receive citizenship. Of course, they do have the best tutors, and dynasties end infrequently. The Emperor sees over the entire government. Although the Emperor may always add or remove departments, the list is currently as follows.
Department of Objects.
Originally named the Department of Commerce, this department oversees all the physical needs of the populace. Its principal Objects are food, Sickle Root, building supplies, "special requests," and wealth. This department also has the task of storing everything that is stored and distributing all that is distributed. The inclusion of wealth in this department is a recent change, made because of the oscillatory nature of the wealth of Fon. Just after the Harvest, the wealth of Fon is mostly in the form of Sickle Root. This is sold as quickly as the Merchant's League says it should be, and the resultant wealth is in many forms of objects and many varieties of coin. Although this is complicated enough to warrant a department of Monies, that department would have to work so closely with Objects, that it was absorbed into the department. Fon keeps a fortune in reserve.
The Army.
The army of Fon is very regimented but quite small. Every soldier in the army is trained in magical arts as well as personal combat. War with an Empire of magicians is amazingly stupid, and few have attempted it. (For military history, visit The Manpower Sect, whose building is on Third Street across from Seven Stars.) Portions of the army are occasionally hired out. The Army includes The War Artists: magicians whose research focuses on war. Every member of the Army is a member of the upper class.
The Bureau of Accounting.
Charged with accounting for everyone all the time, the Bureau deals with the census, keeping resumes and information about citizens, the Civil Guard and the Jail. Also falling under this branch is the citizenship review process and the visitors' services, including the Imperial Translator Service. The Bureau keeps historical information on all citizens, with a work and address history, family ties, and even on who each citizen collaborates with. Much of this information is offered by the citizens at the Office of Accounting, and the remainder is gathered from Taskminors (see below).
The Taskmaster's Office.
This is the branch of the government that makes sure all the people have jobs and that all of the work gets done. Construction is always going on somewhere in Fon Gotto, especially when the population is high and the jobs are low. Almost all work ceases in the hot season when the Harvest happens, under the direction of the Harvest Director, in the Department of Objects. The Taskmaster's Office is also responsible for official complaints, celebrations, and the holistic direction of the Empire.
